Create a scale drawing in Photoshop using my Paint drawing as a template

I have designed a sewing pattern (simple 1 piece adult diaper) that I need drawn into PhotoShop (to scale). My plan is to release my pattern into the public domain as a service to disabled folks looking for an affordable way to handle this problem. The design is a simple 1 piece but it has various seam lines, velcro lines, etc that need to be include, all to scale. The design will need to be able to be printed on a standard printer using 8 1/2" x 11" paper that can then be taped together to make the full pattern. I will provide measurements in 3 sizes (S-M, L-XL, XXL+).
