WordPress template creation

I want a WordPress template that looks like https://goldenarrowresources.com. It should have the same menu, pages, and features. The "News" page needs to show news releases grouped by year in tabs. The "Stock Quote" page requires a special tool to work. All other pages should be identical. The template will be used for multiple sites. First, we need to create the template and test it. Then we'll add content. During testing, the site should be password-protected. The goal of stage one is to make a working WordPress template.
