I need to create a Media Server on Android Using DLNA protocol. The Device should act both as media server and media Server Viewer. With a custom Hotspot I want the HotSpot to function just like "[login to view URL]" with some additional added features. I want the app to check if the phone has "S-off" (rooted phone) then it runs like OpenGarden, if the phone has "S-on" then it launches the built-in HOTSPOT which is a played service. The other feature under settings is if "Data" is set to "off", then it will launch a HotSpot making it just like a router that is not conected to the internet, regardless if it is rooted or not.
