Bitmap Rotation in Delphi Without Losing Quality

Hello, I need to handle high quality bitmap rotation in Delphi 7. The bitmaps are actually analog clock hands for (hour, minute and second) which needs to rotate to show current time. While rotating the bitmap should be transparent and should not lose the quality or should not distort at all. If you are expert in Windows API, GDI programming and Delphi then you are Welcome. The project is attached so you may like to show the demo. The source image which needs to be rotated will be a PNG file so the rotation should maintain high quality, anti-aliasing and transparency. Inside the attached project, you will have to rotate the bitmap (clock hand) in the main bitmap at the center like a clock hand rotates in analog clocks. Please come up with your bid and comments.
