I explain the process that I usually do, I usually make an exe of the application itself that contains either the entire web page or an iframe that when you turn on the application loads the web page (for this option you need the internet and it is also recommended such as a startup logo that takes 5 seconds so that the application is not seen at first with a white background, which is what it does to load the web).
