Clean Html From A Ripped Website

Some with Good Experience in creating HTML and CSS with javascript. I have a Full rip of a CMS Admin System. Need some who ca create similar admin or who can use the Rippped pages clean them and provide to the developing team. Also the design need to be made in ASP with three split parts Headder/Footer & main body. No more then $200 Exprienced people only Need this really fast as the last provider wasted a lot of my time and provided false updates. And took the advance and ran away. So for this project all payment will be escrow and nothing upfront until 100 work is done.
