routine to add text to pictures needed

What I need is a console application with one routine (so I can see how its used and can put to an existing dll). This routine needs to be called AddTextToExistingPicture(Path as String, Text as String) On the Main; the code needs to be AddTextToExistingPicture("C:\[login to view URL]", "This is a test" & vbcrlf & "Part 2") The included file needs to be on the C drive for it to work. What needs to happen is it needs to insert the text on the bottom (which means the overall picture will be larger because of the text). However; the actual picture will be the same size. Needs to resized to fit whatever the text that is put in there (no matter the size). The width needs to be the same as the picture that is sent in though. For example; if the height of the picture is 600 pixels but the text is 200 pixels; then when it saves the image; it will be 800 pixels (so the picture will be the same size but the extra pixels is for the text). Employer will receive exclusive and complete copyrights to all work purchased. (No 3rd party components unless all copyright ramifications are explained AND AGREED TO by the employer on the site per the worker's Worker Legal Agreement). 2) Must have the console application. If I change the parameters (choosing a different picture or different text; must still give the expected results) The resulting picture will be made larger (the height being increased to fit the text while the image portion being the same size). 3) Must work on buyer's environment. 4) Must use the .net framework 4.0 for this coded in VB.net Will not accept C# at all. ## Platform Windows All Versions.
