Develop a very small tool using access DB or VB/.net for storing email ID and upload date

Project Description: I am looking for a skilled developer to create a small tool using either Access DB or VB/.net for storing email IDs and upload dates. The tool should be able to handle a medium volume of data. In this tool i will upload an excel sheet or csv file that has 3 or 4 columns and "n" number of rows which has email IDs. The IDs may be duplicated or not and is separated using ";" and space. this tool should check the existing table of email in the DB while uploading the new excel/csv file and update only those new emails that are not in the DB. Each time a new email is updated, the first column should be the email ID and second should be the uploading date. Preferred Programming Language: - The tool can be developed using either Access DB or VB/.net, whichever the developer is most comfortable with. Design and User Interface: - I do not have a specific design or user interface in mind for the tool. - I am open to suggestions from the developer regarding the design and user interface. Volume of Data: - The tool should be capable of handling a medium volume of data.
