Need a coloring book app made for IOS and google

Hello Thank you for taking a moment to read this. Need a Competent programmer that can get this job done and on time. Will like this app coded in eather cocos2d Unity becaue you can make IOS and Android apps at the same time. IF you do not know how to program in theses codes Please do not bid you are wasing your time and mine. Also give me suggestions and advice to make this app the best that it can be.
