Create a 3d virtual mall

We need someone to develop a platform for us so we can own the code and be able to build a virtual mall. We also need you to make us a sample store with products already (it can be cosmetics or anything). We are planning to build a virtual mall with five floors and 150 stores. Here is our vision for the virtual mall. 1. We need a mall with a very high level of graphics and simulation that would look very nice and real. 2. The mall shall not be intended for using VR glasses. Rather, for mobile, pc and those who wants access to it for an experience. 3. We must use the best that we can to utilize the use of 3d and 360. 4. We need to give our users the experience that it's virtually real. Like the games The Sims, minecraft, and animal jam. 5. We need our users to see visually different areas like movie theaters, etc. 6. Our users shall experience navigating the mall in shortcuts. It shall not take them too long to go to another floor or another store. We need them to reach one store or another floor by just a couple of clicks. 7. The users shall have to see other people roaming in the mall (it can be in the form of images, dots, etc.). Each shall have their profile and stats that each user can share with each other. 8. Each profile shall have their payment system built in, his purchase history, discounts, coupons and accumulated points. 9. Users shall be able to interact with each other, share their experiences shopping, their interests so they can go shopping together. 10. We should be able to provide them with an interactive experience just like in facebook where they can talk to each other, transfer funds and share experiences so they can influence others to try it too. We need you to make a platform for us to be able to create this virtual mall. We need the cost(not by hour), but the total cost of the project, how long is it gonna take, and what would be the tools we might need to make this virtual mall. Perhaps, we may ask you to create a sample store for us. That's basically what we're planning to do. I would like to here from you on how you can help us with this. Thanks!
