A simple solution would be that each client has a login and in his online account, saves a picture of his signature. When the invoice is generated, he can attach the signature image that will be placed in the designated space. Again when you as admin state that work is complete, the client can see the invoice in his pending list and can add signature which goes into the 100% completion stage and so for next step. A web application will work for this and it being responsive can be accessed on tablet or phone. As client will be logging in and uploading the signature image voluntarily, it will be as good as signing physically and willfully.
