Zigbee based Industrial Monitoring and Control with OPC

Need a zigbee and arduino expert to help design hardware firmware to sit on an Arduino Yun compatible zigbee hub.
We want to use this device as central zigbee hub:

This central hub will need to discover and communicate with local zigbee devices (1-30 devices) at local industrial locations.
The hub will pass all the zigbee data to a Windows Based Cloud Server that will convert the zigbee information to OPC or Modbus. The Zigbee to OPC or Modbus conversion needs to be worked out (off the shelf, or custom conversion?). We will then have a full complement of off the shelf software available to provide the monitoring and control like the following:

Looking for milestone based compensation. Please state your experience with Arduino, Zigbee, OPC and or Modbus.
Basic functionality of the Arduino firmware will be to act as intermediary between cloud and local zigbee devices. Add on projects will be to add intelligence to the local hub so that is can do some rudimentary control at the local level without the need to communicate to the cloud.
