Links generation from any site, forum, Directory etc

I need one way links to be created from different sites, forums, directories etc The total PR of all the pages from where all links are placed should equal to 100. links must be - on seperate ips/domains (no subdomains) - from related sites or sections or categories of a particular site - from a page which have less than 70 links - on a page with pr (obviously) and can be of any PR 5 key phrases will be provided, to be used equally links PR in total should equal 100 all links with PR and URL to be provided on a excell sheet.
