I have been working on python/django projects where database back-end is postgres. If i can understood your requirements correctly then its a two part problem: 1) Figure out the data to be pulled from database. 2) Generate the file for pulled records in step in. The format of the file can be discussed e.g what kind of header fileds you need etc. I have done exact stuff in my recent job where i have pulled the some records from postgres and displayed records on website and there was a link to download these records in xlsx file
