oscommerce creloaded, simple add

I need someone with expert skill in oscommerce, cre loaded 6, to help: 1. add an animated gif to top header for ("Free ground Shipping in US for orders over $50") 2. The admin/Information manager box was somehow disabled. Everytime when I click the Info Manager link, it shows "Access Denied, etc". I need to enable this feature so that I will be able to add more information static pages to the site.
