Vbulletin Theme Creator

OK so here is what im looking to do. I need someone who has experience with vbulletin. What id like to have is a site/script created where people can go to and design there own vbulletin theme, Meaning there would be a page of vbulletin and they could click around to change the look, colors, images etc. WHen they are satisfied they would be able to save it. Now id prob like it so they woudl have to pay a small fee to get the data to upload to their own vbulletin site for the changes to take. I hope im clear enough in what i want.
