TDI bandwidth control driver

I've already a half way working client-server (windows always) TDI firewall / bandwidth control application. I need to make some fine tuning on the program. I need to finish the program and i need the coder to have a knowledge of TDI and windows low level programming. The program is a client server application, the client will be installed into several computers whilst the server will be installed in one main computer. From the main computer the administrator will be able to control the bandwidth on each computer, and more on that, on each application running there. Up until now the code that i've can monitor the traffic from the clients on the server but it doesn't set limit on the traffic. I want to be able to set traffic per application on every client in the form kbit / sec. Eg, on A client, [login to view URL] limit to 128kbps , client B iexplore limit to 256 kbps etc. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows XP / 2003 etc
