Quick Graphic in Photoshop for Website

Hi, I need something very simple done for me. Included in this bid request is a JPEG file (I have the PhotoShop file as well) that I created using PhotoShop/Bryce/some other programs. What I need done is very simple. Please visit, <[login to view URL]>, where you will see a web template. I need something similar done with the provided image. All I need though, is the 2 portions (right above the picture and right below the picture) of the website's template. I need something very flashy, but also at the same time eye catching and professional. I would like the colors to blend together.
