Find/Create Audio Encoder Monitor For Internet Radio(repost)(repost)

I need someone to find or create a program that monitors an audio stream from an internet radio station and then sends out an alert by e-mail when any of the following happen: 1) The audio stream drops 2 ) The volume drops or is mute 3) The server with the encoder is unreachable We are trying to monitor our internet radio station for all possible problems, but a lot of the problems do not show up on a normal website monitoring service... basically want a monitor that will alert us if anything is happening that would not allow a listener to hear the station...I have looked for a solution, and while there are plenty of website monitor services, I have found nothing that does what I am describing...if you know where I can find this or if you can create the solution for cheap please bid... ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
