Приложение уровня AdWords обладает сотнями функций, десятками страниц интерфейсов и довольно обширной документацией. Ни один разработчик в здравом уме не сможет дать оценку точнее чем плюс минус 3 месяца без подробного задания. Могу помочь с формированием документа с требованиям, схемами поведения пользователей, use-case'ами и диаграммами последовательности. А там уже и к реализации можно будет приступить.
