Hi there i read your description, i have done a similar project before it was not about meeting rooms it was about vehicles. There were n number of vehicles owned by a company, which were for the staff to travel to branch offices, software was made so that a requisition made by a staff member would be allocated with a vehicle and a driver. Some of the features were :
- calender view for each vehicle so that we could see its utilization. the calender view could be viewed as daily/monthly/weekly
- a search feature where the staff member could input their requirements and see when was the earliest date a vehicle was available for them.
- when booking a vehicle they would specify who else they will be traveling with, it would then notify those people by mail with date, time, vehicle no, driver name, point of pickup, duration of journey.
This is basic usable asset management, and i am sure most of the above features will apply for you.
Expected features
- create staff members along with their contact details.
- creation screen of rooms along with details like capacity, open/close times.
- calender view of all/each room to see when it is booked and when it is available.
etc.

I will be using php5 with yii framework and a mysql backend.
Payment can be made when i deliver the project to you.
The only problem i have is with the mobile apps that is something i cant do, but i can make the site mobile friendly.
