Windows app to monitor Opendialog

Hello I like to have a small app with no gui that sets location in OpenDialog. The app need to do the following If OpenFile Dialog is open from another app(I dont have the source) and there are some files in a folder then the location\path need to be set to the folder name. 1. We use an application that we uses to store a lot of information in. 2. When we chooce to open a picture from this program we need that the location\Path is set to a specific drive.(if there are any files on this drive). So what I need is that InitialDir is set.
