To embed and play a video on a site

Hi, Need to configure to automatically play a HD video if the visitors internet download speed is 4MB and above. The video can be stopped or the video window can be totally closed. If the video has been stopped or closed by the visitor, then store a cookie value to remember this incident and next time when he opens the site again do not play the video automatically if its stopped even if the download speed is 4MB and above. If the video has been closed then do not show the video anymore to that visitor anymore using a cookie. If the speed is lower than 4MB then do not play the video automatically. It should be manually started by the visitors for users of this speed.
