Make A Custom Auction Site

We are hoping for an aquatics auction site, we have the domain and hosting, we just need someone to design the site. The site runs on cPanel, so we have quite a lot of programs available. To view a rough idea of the site; go to [login to view URL] then click on the ''click here john'' link, in that link is a blue print of what we want the auction site to look like. under the list Where it says tropical fish, we would like some of the names to be clicked and that would show a drop down list, and clicking eith a name or a name from the drop down menu takes the viewer a page showing all of the auctions related to that fish/fish sub-type. We will till you which names need a drop menu etc... The site needs to have members accounts [like eBay] and the fish names/fish sub-types must be able to have auctions listed in that specific page. We would like feedback buttons, a paypal donation box & we will tell you the other few pieces when we have selected a designer. The pages that are used aftr an item has been won/bought would need to be secured pages [like eBay again] Thanks in advance, John & Alan p.s will pay about £200-£250 mark.
