Facebook App Development(repost)

The application I'm looking to have developed is to enable FB users to create Fan-Gating. The specifications for this app are the same as this FB app: [login to view URL] To see how the app works you need to click on "Click Here" below the 2nd video (titled "How to Add an Iframe Tab"). Once you add this app to your FB page, you will see a video explaining how the app works and you can use the app to create a new FB tab with Fan-Gating functionality. I would like the same functionality in my app. Please note that you MUST BE ABLE TO DEMONSTRATE YOUR EXPERIENCE AND PAST WORK IN BUILDING APPS FOR FACEBOOK, OTHERWISE YOUR BID WILL BE IGNORED.
