Develop a Google+/Facebook Plugin for WordPress

Hello- I am looking to hire someone to develop a WordPress plugin that provides Google or Facebook functionality. Here is what I'd like for the plugin to do: 1) All visitors must click on the Google+ or Facebook icon via the blogger's home page to view more content.
