Selective FTP Script needed Perl or PHP

We need a script that will transfer selected files from two directories on a local hard drive to two specific directories on our web server. The files will be selected by looking at a text file on the client hard pc. The script should be located on a web page with a file open dialogue box that will search a specified directory (editable in the script). There will be a list of numbers in there, for example:
60741
60743
etc
Using that list of numbers the script should transfer any file in the two directories that begins with those numbers.
For example, in the directory 'Images', it will see the following files:

[login to view URL]
[login to view URL]
[login to view URL]
It would transfer all files except the third one beginning with 60742.
It would do the same for a directory named 'Sketch'
In the attached zip file is a sample text file and some test image files that can match.
Once the files are transferred it should display a message displaying a count of the number of files uploaded.
Please make comments in the script where I need to change the paths to target and source directories and ftp login info.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
