Need a Affiliate Program Addon

I need a 1 or more tier affiliate program addon for my clients php website that does not use a database but one can be provided if neede. The program has to work from the homepage so when an affiliate sends a visitor to the website using their affiliate url with id they will get credit for the sale. The program must be completely automatic meaning no work is required from the webmaster it has to automatically send payment to the affilites paypal accout after the sale is complete, creat the affiliate referral url with id, show page hits, show the affiliates total sales and payout in their account area when they login. The program also has to have a username and password recovery system so if an affiliate loses their login information they can click a link to have their login information email to them. The program also needs to have an banner option for affilites to choose from diffenent banners to promote and it also needs to add the affiliate url with id from within a textarea form box. I don't know what a program like this cost so don't worry about my starting price. Thanks!
