Without seeing the existing site and code its hard to know exactly how much work is going to be required, but for a fellow Canadian I'm willing to take the chance. Based on your description, I believe you're looking for the addition of a registration form, which will add a user to a database with their name, email address and location (city, prov/state, country), are other details needed from the person registering? When registering the user will create a password and the system can send them an automated email to confirm their email address (not required, but better for compliance with the CanSpam Act). They can then login to a user area and update their information. You've also asked for an Admin interface which will allow you to manage the users in the database and send mass emails to groups of recipients based on user account details via a basic search mechanism (or to the whole group if you choose).
