Flash widget development

We would like to develop a streaming media widget that can be placed in any webpage (just like what you see a youtube widget placed in different websites). This widget should be completely a flash application and should be streamed from our server. What needs to be built inside this widget can be talked over in detail once we agree upon terms. But briefly, we would like to let any user to upload videos to our server through that widget (whereever is placed). And there should be a community based ranking system (like thumbs up and thumbs down) and a leeway for the webpage owner to decide upon which videos to be placed at the top. Also, the widget should display all videos that were finally selected for that particular webpage and everything should be streamed from our server.
