Fix a responsive menu

This is a simple website with a responsive menu. Currently when resizing the viewport, or when viewing on a handheld device, the menu reconfigures in the expanded mode. Instead it should reconfigure in the collapsed mode and allow visitors to expand it using the menu icon. There is also an annoying dotted line that appears around the menu link. This needs to be removed.
