PHP Speed Test

I'm a PHP coder. I need a php script that will be able to test the user's upload and download speed. I'd like the PHP script to store the data into variables so I can use them in my other scripts. I've done research on the internet, and I can't find any website explaining how a speed test can be done. I did find a site explaining how to test download speed, but nothing on upload. So I decided to rent a coder. ;) Here's example code: The script CANNOT reference to anything outside the site I host the script on. Last time someone was hired to do this, they ended up referencing to a java file on THEIR server, and they went down after two years. The reason why I'd like it in the form of variables is because I will be working with the variables (running it against algorithms and also storing results in db, etc, etc, but let me worry about that, just pop the results in variables and I'll handle the rest). Hope this is doable! :) ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. For the use I had initally planned on, absolute accuracy with ease of use was required. As explained to me, having either one of those two factors is possible, but having both isn't.
