PHP database and Admin Panel for a Website

I need a coder who is an expert in both html design and PHP to modify my existing website. Selected coder will have to do the following: 1. Slightly modify the index page design. 2. Create one or two PHP databases, with admin panel. 3. Create a one page template that will be connected to a database and admin panel, so I can modify 2 or 3 fields on that page from the back office. Implement a "registration form" which is connected to my merchant account API. I already have the form setup for the most part, you just have to modify it to match the website. Thanks!
