modify stored proc for sending email

We had this stored proc modified a few months back, but we are still running into some problems. We need some things changed and added. Also the agent script cancels the job when an error occurs, we cant have this happen and need to have the job continue when an error occurs, and if possible report what error occurred.
Currently when the agent script is run (every 15 minutes) we collect data out of the database, compare the data to some specific settings. If the data does not meet the requirements the data is collected and sent via email.
As well when the data is collected a log is updated showing the most current data, and a back log of the data.
The fully working code will be supplied to the developer to either update, or rewrite it from scratch.
The job will require the following things completed:
Error problems handled, no more errors occurring from the stored procedure, or from the mail component that is used. All data should be thoroughly checked before passed into the email component (which is where I believe the errors occur).
Script has the requirements hard coded into to code, these requirements are now stored in the primary user table, and should be used in stead (should make the requirement checking much easier and faster).
Better handling of responses when the requirements are not meet.
There are a few more things that will need to be done/updated, that I will explain the person who wins the bid.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
