Developer needed to create web app that works with Amazon's Mechanical Turk API

Hey there developer! I'm looking for someone to help me (a designer) build an MVP of a product idea I have.
The site would allow users to sign up, upload an image, select/write questions, and submit payment. From there the site would connect with the Amazon Mechanical Turk API to submit the questions to Turkers, then collect the answers to display back on our site for the user to view.
The trickiest parts here are the user account creation, payment (I prefer Stripe, and we should also offer Paypal), the user dashboard, and interfacing with the AWS/MT API. I will design out all of the screens so you're not working blindly. You'll have access to our server through SSH/FTP/Plesk. We already have an Amazon account.
There will be a user dashboard behind the front-end of the site that has an account overview, lists the tests the user has submitted, and allows them to view their tests.
I prefer that the app be written in PHP simply for support and ease-of-updating purposes. Note that this is just a preference because it's what I'm most comfortable with.
You will be responsible for:
• Coding the app with the stated functionality (user signup, image upload and questionnaire form, submitting to AWS, collecting data back from AWS)
• Integrating with Stripe and Paypal
• Setting up the site on our server so it functions completely
• Integrating the front-end code with the backend of the application
You will NOT be responsible for:
• Cutting up the PSD files into HTML/CSS
• Creating any design assets
