Global Template - Left Nav (css), footer, header flash (already designed).

I am seeking a skilled programmer in? ASP and mysql (and perhaps css for left nav) to **create a template whereby I will be able to create and add new navigation links in the left nav area of our site using phpmyadmin, and have a global template that I will use to paste in each original page content. Template will have the left nav, footer, and header. Header is currently designed in flash. Just needs integrating in template**. Currently all of the navigation is hardlinked. Site is [[login to view URL]][1] I will be pasting all of the current page content into the new template. Site is MySql 4 database, and uses PhpMyadmin.
