The application I need is a virtual print driver that gets the printer's out and save it to a PDF file.
I have U$150 to put on this solution.
I might be able to rebuild it in Microsoft Visual Studio Express 2010 (and later) in C# XOR C++.
Today I have a small application and I use CutePDF or PDF Creator in my customer to generate the PDF.
I want to use a virtual printer with my own brand.
You can use external PDF solution if in its licence I can make comercial use in final application.
But I must be able to install the application and all its deppendencies in one single setup process, in order to distribute the MSI or setup executable without any assistance. So any required library must be shipped with solution developed.
Additionally the application must have the following functions:
- read PDF configuration (orientation, sizes, jpg compression, watermark, ...) and directory path from config file (INI, XML, ...)
- make a call to an external application with parameters [login to view URL] %open temp_filename
The application must runs over the following Windows versions: Windows XP, Windows Vista, Windows 7, Windows 8, Windows Server 2012/R2, Windows Server 2008.

I can do the first version of your solution in just 3 or 4 days. Please check my work history and you will be sure of what I say. I have many similar projects in the past.
My offer is to use PDFSharp (you are free to distribute, change, sell, etc) like the pdf generation engine. I will build an XPS printer driver that will call a single .exe to make the pdf transformation of the xps file. This could work with or without user intervention (maybe you want to prompt the user where to save the pdf file) I have tested this design in the past and works like a charm. A bonus of this design is the xps file itself and the other files format that could be easy generated from there.
