Simple App to change folder name of photos taken

I need a simple app made that only I will use, that will need to be used on a phone or tablet: -Have an icon that is always on top that will take me to the app to take a photo/video. -Allow the folder location to be changed for example from default it might be "[login to view URL]" however I want it to be in a folder called location which would be "location/[login to view URL]". To be considered for the project I will need you to start your proposal with "I can make your app" but also highlight in your proposal: -Issues, concerns or anything that I have overlooked. -Environment that you will make the app in. -Is it possible to do Android and IOS, if so what are the additional costs; the first preference is just Android. -Does it matter what the default app is that takes photos? If so what is your proposed solution? Always happy to answer any questions.
