GPS Sound State

I want an application that has these properties: 1. Has a screen for recording(and of course deleting records) of GPS location and the sound state as "Silent" or "Max. loud" 2. And program should work on background, and checks the location in every 10 seconds 3. If the location is between 500meters range of an record that has silent state, mutes the phone, else if the location is between 500meters range of an record that has Max loud state, maximizes the sound of the phone, else maximizes the sound of the phone, That's all that I want, I can give 30$ for it, and I want it in 2-3 days
