Mod Security Custom Rules - repost

Dear All, I want to make a custom mod security rules to limit access of [login to view URL], [login to view URL] and /administrator folder only for specific country IP. For example i only want to allow access [login to view URL], [login to view URL] and /administrator folder etc only for Japan IP's and the rest will get 403 error pages. Thank you so much.
