part time graphics designer required for website

We are looking for a graphics designer for on going work. The winning bidder will provide 2 deliverable cartoon like pictures that coincide with the look and feel of our website. We will provide the theme for the winner of the competition. If the designs are liked by the site creators, there will be on going full time work for weekly newsletters and blog publications. You MUST be proficient with a pro graphics tool such as Photoshop AND have a mastery of English.
