Open Journal System Customization and Feature Addition

I need a permanent partner in designing and deveoping webistes. First job would be to design a webiste for publishing and selling books and journals. Details :- Our company publishes books and open-access journals. You can find very similar website here: www.scirp.org. For the open-access journals there is already a free software called "ojs". We made a trial demo installation here: [login to view URL] It has all functionalities needed for the open access journal website. However, the disadvantage is the limited look of the website. Thus, we might want you to design a website similar to SCIRP website but to include complete functionality of OJS application in the journal section of the new website. Thus, to have a complete new look. On the OJS website there is a technical documentation for developers. My questions are: 1. Can you do this? 2. In what time? 3. At what cost?
