For example in Azure we have Azure Functions, they can be trigger by an URL webhook, when it is called, it process the request and may do something depending on the input in the request. Many other web servies Will allow web hooks, for example in Twillio, a pone servies API, it supports different URL that you can call to forward a text message, or a call to your actual phone.
