OpenCV project - face comparison

This project uses OpenCV, an extremely popular (in its niche) computer vision library. Freelancer doesn't have OpenCV as skill though. Anyway, using OpenCV (for which lots of good tutorials exists) we want to write a program that for a picture A and a reasonable large set (300 or so) of different pictures it finds the closest match. Important: Picture A is NOT in the set. For example, if picture A was a car, then the set would contain another 300 cars and you need to tell which one looks the closest to the one in the picture. If picture A was a mugshot then you'd need to tell which of the 300 faces in the set looks more like the one in the picture, and so on. For the test we will actually use faces, and an effort will be made so the pictures in the set are decent, meaning they will be looking to the camera and so on. We will also need a small website to control things but this isn't about design at all, a raw html page where the user can upload their picture and get the result with some logging is enough. This is an experiment only, to test OpenCV for a larger project. Important: Don't just bid for the maximum in the budget or close to it as many do. That's just going to get you disqualified instantly. Instead, bid honestly based on how much work this will take (if you think it's going to cost more than the maximum budget you can still bid but please elaborate). Don't send us links to past projects that aren't related to this one. We don't care if you have create 300 websites in the past unless they are about image recognition with OpenCV.
