Convert a Wordpress Template to a Website

I have a wordpress template for ''hiring skilled people'' / freelancing like website which is 40% complete. I want someone to convert it into complete website and test it. Website name will be given after the project is assigned. After that you will log into admin panel and then make list of things you need and send it over to me. I will provide the details in 2-days time and then you need to do the rest in 7 - 10 days time. 1. Create pages like privacy policy, about us, contact us, terms & condition etc. ( i will provide the content) 2. Add skills & categories through control panel. 3. Change the cover page and pages outlook, tabs/ links through control panel. 4. Delete unwanted stuff and add details in control panel, like paypal, escrow info etc. 5. Then make it run as 'ready to go' website and test it through paypal / escrow. 6. There might be few things I could have missed but as I said, its 40 % done and other 60% is not a massive job. As there is no programming. Its all easy & through panel.
