track and block copying files

i want a software which disallow copying file from computer to any network drive or usb without password and permission. It should also record names, path and destination of copied files. it should support to prevent copying for given extention like *.dxf etc. or allowed extention. it should have user management system so the given password can decide the rules like abc can not copy *.dxf and xyz can not copy *.jpg setup of user account should be password protected.
