I would like to recommend you to use Raspberry Pi 4, as the board had USB 3 ports. Also you had to use USB hard drive as storage too. For the powering up you could use Buck voltage regulator. but the switch should be connect to Raspberry Pi, as it is necessary to shout down RPi before power off.
