I can develop a simple chat program for the bid amount. Interface will need to be fairly simple. I'll use bootstrap which will make the website mobile friendly (but will still need to be opened in a browser from the mobile device) I won't be able to include Administration for that. Just a simple single page with message to enter username and then all users can chat. Ability to Create groups and a list of groups.
