Targeted traffic to retail color contact lens web needed

Hi, i have a new retail website selling color contact lenses - mainly halloween contact lenses (non corrective) and circle lenses. I currently have very few page views and sales is low, google page rank is also a 0. I have tried expensive CPC but to no avail. Please kindly help me increase my page rank ( i will test it with alexa etc) and get back links to my website. Please explain what steps will be done, and I will gladly pay for your service.
