Need a simple andriod launcher application where users cannot move or delete apps but can access apps by click

I need an andriod Launcher application which will replace the current samsung system launcher application This launcher application will not allow users to move teh folders of applications on home screen . It will also not allow to delete any of the home screen stuff.. Only the admin can move or delete the applications or folders .this can be achieved by password protecting it
